This is really inaccurate. In the cartoon, all three are doing something. Obviously the illustrator has little experience with the civil service.Of course, it may be that the team actually consists of 20 people and the other 17 are updating there facebook page. To be more realistic, the one doing the fingering should be blindfolded and the one with the bow should have earplugs.
