This is an old one, sometimes attributed, probably falsely, to Samuel "Mark Twain" Clemens.
Here are some equally good observations, also attributed, correctly or incorrectly, to Twain:
"Suppose you were an idiot. And Suppose you were a member of Congress... But I repeat myself..."
- Mark Twain -
"There is no distinctly American criminal class -- except Congress."
- Mark Twain -
"I think I can say, and say with pride, that some American legislatures bring higher prices than any others in the world."
- Mark Twain -

No American is safe when Congress is making progress. A vote for gridlock is worth your trip to the poles. Better than cursing the dark horse candidate?
