Capitalism isn't failing as a whole. Select ideas within capitalism - free market capitalism with few/no regulations - are not doing so well. I think most people understand that capitalism isn't all bad. But like everything else in the universe, there usually needs to be a healthy balance between sheer greed (laissez-faire) and a sense of humanity or protection from greed (regulation, socialism, whatever). Extremes never work out very well.
If the government was wise enough to do so, they'd have made it very close to impossible to not match up original purchaser with their ID and a non-cash form of payment.
Consider it a means of security to ensure that you have known people there.
